The contribution to reducing greenhouse gas emissions by resource utilization of the organic waste in commodity grain base is studied. Put forward the idea of carbon emissions trading between urban and rural areas for the first time. Preliminary design of a kind of carbon emissions trading system is provided, which can not only satisfy the requirements of industrial carbon emissions, but also be conducive to the development of commodity grain production base in science. By summing up the experiences of carbon emissions trading between urban and rural areas, the carbon emissions system in China will be improved as soon as possible.
