Abstract :
In this paper, a new frame-layer rate distortion model is introduced. It is divided into rate model and distortion model as a function of quantization step. Comparing to exiting models, this model offers some new features. First, it made an analysis on the relationship between the frame layer temporal activity and the shape of rate distortion curve, so it could better adapt to the characters of the current image. Second, the rate model is simpler in calculation, once the model is built, the quantization parameter can be directly computed out using the target bits distributed for the current frame. Besides, the distortion model here is more accurate than other models. The model is mainly based on statistical method with little theoretical derivation. Despite of this, the experimental results will give a good demonstration of all the above advantages for the new models.
