Research on the payment guarantee and operation sustainability of maternity insurance fund: Analysis of three simulation conditions on Beijing

Based on the actuarial model, this paper analyzes the payment guarantee and operation sustainability of maternity insurance fund. By forecasting different economic growth situations, average level of annual salary, insured maternity population and medical expenditure growth rates, this paper has done a simulation research on the different policies scenarios. The result shows: the current residual ratio of maternity insurance fund is high and there exists policy adjustable space to improve the efficiency of the maternity insurance mechanism such as broaden the insurance coverage, take a higher payment ratio.
