Innovation networks are constituted by enterprises, universities, research institutions, governments, financial institutions and professional intermediaries. Innovation Network efficient interaction is conducive to human capital investment synergies. When human capital is divided into technical human capital and institutional human capital, SME investment in human capital can be divided into different types of collaboration.
