In international trade activities, technical trade barriers have gradually become the main form of trade protectionism, one of the effective ways that cope with technical barriers to trade is to carry out technological innovation activities. This paper first analyses factors of technical trade barriers from economic, political, social and technology aspects, and comes to the conclusion that technological innovation is an important factor of forming technical trade barriers, technological innovation is a necessary way and the basis of prospering trade of breaking through technical trade barriers. Then it respectively expounds some measures of government and enterprises about how to span technical barriers to trade from the angle of technological innovation.
