With the development of regional economy, regional innovation capacity becomes the important means to strengthen regional competitiveness and promote economic growth. In this paper, the current situation of the regional innovation capacity in Hebei has been analyzed and appraised through collecting data. At the same time, using the factor analyses, every index of Hebei is compared with the other provinces and cities encircled by the Bohai Sea city group´s. Seek regional innovative defects in Hebei Province. Finally, it has been pointed out that promoting the regional innovation capacity of Hebei should improve innovative environment, increase innovative input and strengthen enterprise´s innovation ability.
