Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

The paper analyzed the concept and principle of Recycle Economy and the status quo of its development in China. The difficulties was discussed which existed in the mechanism, the technology and the industrial base. And the mechanism of interest was regarded as the key to breach those difficulties. At last, the paper discussed the material measures about the enterprise, public, and government.
