Abstract :
Emergency management information system is an important tool for emergency management. The evaluation of emergency management information system service quality has crucial significance to meet the information needs of government, departments, public, and to make a better use of emergency information. Nowadays, most of the present research on the evaluation of emergency management focuses on emergency management capability. It is a new task to evaluate the emergency management information system service quality from the users´ satisfaction under Information Chaos. Based on the conclusion of the historical achievement and implementation experience of emergency management information system, first, we analyze the elements of emergency management information system service quality from the perspective of users´ satisfaction. Second, the evaluating marks of the elements are described as blind number and its average value is calculated. Then, we calculate the index weight using entropy method. Last of all, an example is designed and it shows the feasibility and applicability of the model.
