Notice of Retraction

The independent innovation ability of the country are crucial to construction of innovation country. Therefore, studying the relationships between R&D Expenses, patenting application and innovation is a good way to find out the solutions of construction of innovation country for China. Based on data of China R&D Expenses and Patenting Application from 2000 to 2008, this paper discussed the situation of construction of innovation country in China, and also there are still some problems. Finally, some suggestions are given to solve these problems.
