The energy shortage and energy waste have created a bottleneck in economic growth in China. The energy management contracting (EMC) provides a solution to overcome the difficulty. In this study, the mechanism and operation mode of EMC were investigated, and the development and application of EMC in China were analyzed with the SWOT (Strengths, Weaknesses, Opportunities, and Threats) method. The results show that EMC has practical and reliable energy conservation technology, and has advantages of bearing finance and risk independently. The weaknesses are long period operation and slow capital turnover for most energy conservation transformation projects. And the current tax policy and backward management of energy consumption enterprises seriously restrict the rapid development of EMC in China.
