Based on the exploration of innovation and the introduction of the networks of technical innovation, analyzed from systematic angle that the organization target of NCE in Canada displayed the function of serving innovation, and the reasons that it can serve innovation as well. Meanwhile, this paper provided some references for improving the system function of innovative organization.
