Innovative mechanism plays a key part in the evolution of resource-based clusters´ life cycles. Innovation is not to keep stable condition, but to change with technological progress and collective learning. Based on the characteristic of resource-based clusters, the essay inspects the impact of natural resource and human resource on knowledge creation, analysing the evolution of collective learning under network structure and trust in natural resource clusters. The research shows that, the conditions of natural resource have negative effect on technological progress, that is so called “crowding-out effect”. Meanwhile, we explore the effect of natural resource and human resource on the evolution of innovative mechanism in resource-based clusters.
