Pay for performance itself is a systematic project to deepen the internal mechanism reform, building conversion mechanism is the reform of institutional units to break the bottleneck and the essential requirements of the inevitable choice. It is the most important issue and a major issue facing the continuous improvement. The implementation of pay for performance system must be developed "conversion mechanism for development, integration efficiency of the structure plan" development strategy, building a mind-based, performance-oriented, post management as the key to enterprise operation mode as a reference to professional power as the starting point of the effective conversion mechanism, amplifying the ability to integrate resources.
