Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Based on unexpected factors during the coal production, supply, demand, transport, preservation, and safety, a coal supply chain is centered on coal producers and cooperated with, suppliers, salespersons and users. And it adds to the risk and safety department which is responsible for the safety and management of the overall supply chain. Meanwhile, by using the method of subsection risks diagnosis, try to make a detailed diagnosis according to the up-middle-bottom stream of supply chain and find out the risks point in order to avoid and control the risks.
