Based on Huaian City, development problems of China´s rural finance are studied in this paper, such as modes, problems and causes. The basic route of rural financial development is indicated. In the short-term, that is, continuing the construction of credit guarantee mechanism as the key point, accelerating the establishment of mechanisms on agriculture loan risk allocation and cost compensation. In the medium-long run, that is, accelerating the relevant basic system and infrastructure construction, eliminating the legal and institutional obstacles on rural financial innovation, speeding up rural market-oriented interest rate, establishing the elastic and multi-level financial market system in rural areas. This paper discusses the above topic and gives suggestions upon it.
