After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Minor scientific and technical enterprise in our country have made important contribution for build harmonious society, but there is a long-term problem of “difficulty on circulate necessary funds”. At present, credit guarantee system for minor scientific and technical enterprise cannot satisfy factual requirement, we should start “loan bond insurance of minor scientific and technical enterprise”. “Loan bond insurance of minor scientific and technical enterprise” may be run as policy insurance earlier, may be run as commercial insurance after. Our banking and insurance trades should unite as soon as possible, admit “loan bond insurance of minor scientific and technical enterprise”, thus, ensure scientific development of minor scientific and technical enterprise.
