Analysing the procedure of payment and fund circulation, and based on a typical case of credit card fraud which makes use of the third party payment system, this paper points out that offline payment is the major reason for dealer to commit credit card fraud. In addition, it demonstrates some problems in the third party payment system, such as lack of vertification of dealer´s qualification, difficulty of confirming the responsibility of compensation and the real existence of the second code. It also proposes the solutions to the problem that duty between the third party payment agency and the bank should be confirmed by relevant rules in the entrusted contract. Moreover, the access system should be committed for the third party payment industry.
