Abstract :
In this paper the author propose that the lack of concrete results are due to the used concept: problems are solved by implementing new systems and procedures, not by using the information itself as a source for solution. Forcing people into a pre-styled solution can result in a gap between system and usability. It appears that available information is often fragmented and can be distinguished as "Information islands". By making an access to this information and integrating these islands, this information becomes part of the knowledge management system. By involving the information owners in putting the information in a knowledge-based context, there is a transition from information to knowledge. The finally published knowledge is generated on the basis of storylines and abstracted from the author\´s context of information. By approaching knowledge as being constructed and maintain it apart from layout styles, the system will be less vulnerable for changing contextual dependencies. The basis of this system is extensible markup language (XML) generated from Microsoft office instruments that are familiar to users. The system therefore can be kept up-to-date easily.
