After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

There are thousands of traditional industry-clusters which need to be upgraded. However, the theories about how to carry about the upgrading practice step by step are very seldom seen. This article will propose a logical procedure for carrying out upgrading practice by taking Quzhou´s industry cluster as an example.
