Humanity analysis is the essential premise that reasonably allocates human resources and then improves project performance. The characteristics of staff R & D innovative project are fully recognized and the humanity hypothesis theory is applied appropriately, which can avoid excessive performance loss. Starting from the relationship between growing enterprise and staff, combining with the characterizes of projects of R & D innovative and human resource configuration as well, the Thesis analyzes and constructs the mechanism of mutual action among key factors in “X theory”, “Y theory”, probes into the application of humanity hypothesis theory in practice of human resource configuration, as well as sets up strategy of recognition and coordination improvement, strategy of organizational environment creation, strategy of adjustment of conduct code and strategy of incentive and strength of benefit that allocate human resource reasonably and improve project performance effectively.
