Talents are the cornerstone of the industrial development and play a decisive role in guaranteeing the maintenance quality. However, with the research on national rural highway, it is found that the staff team of maintenance has several problems, such as low level of education background and titles, the structural imbalance, the disequilibrium of supply and demand. The authors of the paper reveal that the root of these problems is affected by the path dependence, then provide two methods to resolve problems mentioned above. At last, according to the actual situations and future trends of national and regional development, the paper proposes approach options.
