Pan-pearl river delta regional cooperation is the bottom-up, and generated in the framework of a market economy, each partner expects development in the cooperation. However, there is a huge gap between participating provinces in the level of social and economic development in Natural resources. Non-renewable resources, especially the distribution is very uneven, so the manner in a cooperative and the distribution of benefits are not the same. In view of the economic development level of Yunnan is relatively low in the Pan-PRD, by analyzing the main problems of regional economic cooperation in Yunnan, which is very valuable to improve the ways of participating regional economic cooperation in Yunnan.
