Based on the gamble theory, this article established the woodland circulation analysis framework in the bilateral benefit gamble model, and based on peasant household total prospective return function, constructed the gamble model of both woodland circulation decision-making behavior, and carried on the gambling analysis according to the above to the different type peasant household´s woodland circulation decision-making behavior, simultaneously pointed out that restricted its woodland circulation both sides decision-making behavior gambling balanced factor. The countermeasures that corresponding to the restricting factors are proposed in the end to improve the level of game, and promote the behavior of woodland circulation.
