Abstract
Recent years have seen an increase in the complexity of most computer-based development work and, at the same time, increased pressure on costs and time scales. A good quality system can be a major factor in improving organizational effectiveness. The costs of introducing a quality system are soon regained through improved performance. It is argued that people and not procedures are the main problem and a main resource for improving quality levels
