Abstract :
This paper presents an efficient rate control algorithm based on TFRC and the stream scaler for streaming motion-JPEG2000 video over the Internet. The stream scaler generates multiple layers in a defined range of titrate. Each layer is selected according to a sending rate determined by the rate controller of TFRC. We have demonstrated that the proposed scheme leads a graceful degradation of video quality by adaptively controlling rates in motion-JPEG2000 video streaming.
