Abstract :
The Gini coefficient, a concept in the economic field, is introduced into the allocation of the total amount of the water pollutants in terms of the economic, social and environmental system benefit. The population, land area, GDP, current environmental discharge and the amount of the water consumption are used as the indices to formulate the hierarchical optimized model, which is a integrated quality and quantity model. The model is applied to the allocation of the water pollutants in the Wei river basin in Guanzhong district. The Gini coefficient method is a better way to achieve the allocation of the total amount of the water pollutants. It not only overcomes the inequality resulting from the uniform proportion distribution method, but also fully considers the difference of the areas.
