Abstract
In this paper, a new end-to-end rate adaptation framework that can achieve application level QoS for MPEG-4 FGS-encoded video streaming over the Internet was investigated. The application-level QoS is provided via hybrid rate adaptation. The framework can also adapt to the properties of the encoded video. The experiments show that this framework optimizes the overall PSNR and improves fairness in a heterogeneous environment for MPEG-4 FGS encoded video streaming over the Internet.
