Abstract :
The relevance of the concept of ´open Innovation´ In the context of innovation policy making in Eastern European economies Is analyzed. Using the case study of Estonia, the paper argues that the current state of open innovation thinking lacks both theoretical and policy analytical depth to take into account the contextual challenges and obstacles faced by catching up regions, such as Eastern Europe.
