Abstract :
In the video coding standard, a proper QP decision is very important to increase the coding efficiency with given constraints, such as channel bandwidth and frame rates. The use of coarse QP values can lead unstable video quality among macroblocks and frames. In this paper, we propose macroblock layer rate control algorithm with adaptive QP decision and header bits length prediction method. The simulation results show that the proposed algorithm provides an improved video quality and generates the coding bits close to the target bits.
