Abstract :
The challenge of significantly improving software development productivity and software product quality while trying to meet the needs of clients is discussed. In order to help meet these challenges in a cost effective and timely way, a common software development effort was established. This effort provides a common software platform for new software systems across multiple heterogeneous computing environments. It also forms the basis for large-scale systematic software reuse
