            Abstract : 
Electromagnetic transient processes like lightning invasion surge are strongly related to the parameters of transmission lines. With the ground return parameters considered, the frequency dependent parameters of transmission lines are highly decided by the soil parameters. In this paper, the frequency characteristics of the soil parameters were measured by an experimental method with the broad band dielectric spectrometer. Besides, the influences of the frequency dependent soil parameters on the characteristics of overhead transmission lines were also investigated.
