Abstract
Summary form only given. Education through distance mode and open learning is coming up in a big way in India with the establishment of the Indira Gandhi National Open University (IGNOU) and several state open universities. IGNOU acts as the apex body of all the open learning institutions and it got a mandate from the National Education Policy to launch those programmes which are generally not offered by the conventional system but have a need-base. This paper aims at establishing the need-base of EMC education in India and the idea of its dissemination through distance education cum open learning. It also aims to discuss the operational issues related to launching of an academic programme on EMC for which three modes have been visualised. These are diploma course, certificate course and non-credit course
