Abstract
We introduce a new model to describe the electrical behavior of rocks and soils in a broad frequency range, taking into account the fractal properties of the rough surfaces at the interfaces between the blocking grains (metallic or clay particles) and the electrolyte filling the porous spaces. The model is used to analyze the effect of the imaginary part of the dielectric constant on the propagation of electromagnetic waves in the Earth soil
