Abstract
With modern risk management theory, the grid construction risk of Wenzhou Power Authority is identified and evaluated from various angles based on project life cycle of power grid construction in this paper. From practical perspectives, two dimensions, life cycle and view point of management, are designed into a matrix-type risk factors questionnaire. In data processing, taking the number of experts and feature of project management into account, the comprehensive expert weight method is proposed which is composed of level weight and qualification weight. Also, directly risk assessment and indirectly calculated risk evaluation are compared and proved their complementary to each other by gray correlation analysis.
