Abstract
An accurate prediction on sci-tech human resources input is the premise and foundation of the Government´s sci-tech decision-making. Since a lot of intricate and complicated factors can affect the regional net supply of sci-tech talents, and there is less statistical data of the sci-tech innovation talents, it is difficult to extract some statistical laws. This paper proposes a method to make interval prediction on the sci-tech human resources input by means of GM (1, 1) model, and then has a simulation and prediction on the sci-tech human resource input of Jiangsu Province by using the above method. The result shows that, the model can simulate and predict the sci-tech human resource input of Jiangsu Province well.
