Abstract :
The guidelines were developed by the Nuclear Management and Resources Council (NUMARC) Shutdown Plant Issues Working Group. The foundation of the document is the insights gleaned from past shutdown events, analysis of vulnerabilities during shutdown conditions, and industry expertise gained through planning and conducting outage activities. The guidelines focus on the main elements of outage planning and control, as well as the major vulnerabilities associated with maintaining key safety functions required during shutdown. The document is structured as a framework for conducting a plant-specific assessment of current outage practices. The document will be used by each nuclear utility to identify any areas that warrant improvement. The fundamental tenet of the document is that proper outage management, with a full understanding of the major vulnerabilities present, is the most effective means of reducing the number and consequences of events during shutdown conditions.<>
