A framework for supply-side management of CO2 emissions in a power industry

This paper aims at designing a CO₂ emissions management program. Within a framework of the free market economy, we present a system model for managing the CO₂ emissions in an industry while affirming the profit seeking competition among individual firms. The model provides a system-wide rate of charge for CO₂ emissions instead of strictly regulating production activities.
