Abstract
Supporting by National Scientific Foundation of China, 1this research aims to develop renewable energy in a rural region of Cele County near the Tarim Desert. The target of this research is to protect desert plants from cutting and reducing the consumption of traditional energy. This rural area is rich in natural energy of wind and solar as well as small hydro. Considering the stability and reliability of local power system, the wind power source that shows the most random character is taken as research example. Solar and hydro power sources may be introduced in local power system by same way as shown in this paper, and the way to test stability and reliability is also same. This paper presents an optimal method to process wind speed and install Wind Power Turbine (WPT). Main procedure is to select appropriate buses for connecting WPT, and then, test the characters of hybrid local system by generated wind power. Two innovative indices namely the Power Index in Crisis Time (PICT) and the Endurance Index of Crisis Hours (EICH) were developed and applied for determining the reliability level of bus connecting to WPT, frequency and voltage on the buses are used for testing system stability. Results of this research are expected to apply for small typed rural power systems which widely exist in Cele County.
