  • Abstract
    Considering that the characters on the license plate of a moving vehicle may be severely blurred, a method is proposed of recognizing province name on a license plate. Using the projection histogram of Chinese characters, the appropriate feature value is extracted, the fuzzy matching and dynamic program is applied, and the 29 province names of China are correctly classified. The simulation results show that this method has strong noise-resistance and a high processing speed. The recognition rate is more than 90% for the blurred characters, and the recognition time is less than one second
