Abstract
In this paper, a new coding scheme, sub-frame vector quantization (SVQ) is proposed for image compression. According to computer simulations which have been performed successfully on digital images of the size 256×256 pixels and 8 bits/pixel, the results shown by the reconstructed images are perfect in both SNR and perception
