Abstract
Wavelet transform has proven to be a powerful technique for image coding. A 3D wavelet transform video coding algorithm for image sequences at low bit rate is researched in this paper. The quantization noise and the reconstruction noise of the transformed subband images are analyzed and the optimal bit allocation strategy with minimized distortions at a given bit rate is proposed. The quantization matrix is given. Simulation results proved its effectiveness and reasonableness
