Abstract
The development of the SCADA/EMS sytems always aligns with the overall software industry direction. The new trends of software engineering will significantly influence the development and design of such systems. A scheme is presented in this paper as the software architecture for integrative utility management systems, to provide an integration and plug and play environment. A common information model (CIM) is adopted to describe the semantics of the API, and the combination of OOP and component technology is applied to realize the interoperability and seamless link between different applications. Furthermore, the information exchange model (IEM) implemented by extensible markup language (XML) will simplify and accelerate the data object standardization process. Agent technology is adopted to enhance the reliability, openness and resource sharing
