Abstract :
With the new millennium, China´s National Science and Technology Planning System (NSTPS) must adapt to the critical transition from the planned economy system to the market economy system. This paper firstly develops a conceptual model of how science and technology (S&T) based economic growth should be viewed for the purposes of NSTPS analysis and formulation. The second section illustrates the evolutionary scenario of China´s NSTPS since the establishment of reform and open-up strategy in 1978. The final part presents a brand-new framework for China´s coming NSTPS with consideration of essential S&T base for economic and social development in the new century
