Abstract
This paper answers questions frequently asked by program managers and systems engineers about the four stages of national certification with the NTIA, the three stages of international registration with the ITU, and spectrum management. It includes a description of the current processes, recent regulation changes affecting systems acquisitions, including WRC-2000 developments, and further changes under consideration. Emphasis is on MILSATCOM, although commercial use by the military is discussed. A table of systems requirements and references for system specifications are also included
