The economic globalization of the 21st century can be seen as a re-combination of production factors of different countries. Such international labor division mode determines that the countries with factors to produce higher added value will be able to get higher status in the international division of labor. Therefore, China not only has to attract capital factor inflow, but also has to introduce and create more high-level factors, of which senior talents are severely in shortage. Although multinationals can get more advanced factors with foreign direct investment, but in the "going out" process they encountered many risks, which brought a lot of losses. Then, the state and employers may increase efforts to introduce high-level talents at the policy level, for combination of advanced factors and primary factors in China, thereby increasing China\´s benefits in the international division of labor.
