Abstract :
In order to accelerate the establishment of the innovation system in resource urban, this paper puts forward the efficacy measurement model for such a system on the basis of construction and management objectives. This paper also establishes the efficacy measurement index system for such a system with factor analysis method applied in the measurement and analyzes such a system in Daqing in China as the empirical research, using SPSS statistical tools so that an effective evaluation tool for such a system can be provided.
