Abstract
Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The manufacturing industry of Suzhou is developing on the basis of carrying on the foreign capital with the characteristics of ample scale but deficient supporting industry, being pulled by foreign capital but weak resisting risk ability, producing with the head and end outside and low add-value and so on. This low-end manufacturing industry is the basic pattern of entering international producing system and accelerating regional economic development in a lot of areas in China. This paper analyzes the formation mechanism of this model, potential conflicts and changes to the advanced manufacturing industry trends and their policy implications.
