Abstract :
Spectrum Engineering may be defined as a set of techniques that are being developed in response to the pressure on the RF spectrum that comes as a result of increased demand for spectrum. The aim of his paper is to explain the nature of this problem, and some of the techniques and approaches to regulation that may be used to address it.
