Abstract
In this paper we describe some notable issues and experiences from the development of the information system for the Russian Ministry of Emergency Situations (MES, whose international operations body is known as EMERCOM), where practical and academic perspectives and contributions were merged. One of the main challenges was integrating data from geographically dispersed branches of the MES, which led to specially designed multi-tier database for the information system. We also recount our experiences related to legal issues and personal data security, laying out the overall system architecture, ensuring productivity and timeliness of reports, etc. Specifically, we describe the interaction design activities, as the system is used by numerous diverse target users, ranging from the MES top management to inspectors to regular citizens. Also, solid amount of data already accumulated in the system allows proposing AI data analysis algorithms for forecasting potential emergencies and regulations breaches.
