To reduce the discrimination in China, firstly the behavior of discrimination and the objects of three parts in SME lending have been identified by attribution analysis, which becomes the basis of E-government service network design; Then, based on policies and regulations in China, the paper constructed the service value network of inter-organizational information sharing, and designed E-government service system in SME lending screening and the monitoring, as a new perspective to solve the problem of the discrimination. This study provide a reference for developing country which has a similar "discrimination of SME" and a same conditions of credit information.
